is a name of a dance from way back when house music first came about so you get loads of tracks like jack your body as mentioned above and time to jack by chip e... you even get it in old skool producers names Farley 'Jackmaster' Funk and JM Silk aka Jackmaster Silk aka Steve Silk Hurley again. So I guess Jacking house is just really early house music it wasn't realy a style I dont think just a dance that people liked to referance in tracks. I guess the cut up technique with the vocals along with people making rawer and rawer beats with a kind of bounce to it eventualy evolved into the House music you hear from places like Baltimore today.
